Which holidays are off-peak under California's Time-of-Use (TOU) electricity plans? Here's what each major utility observes — and what it means for your bill.

Holidays Observed by California Electric Utilities for TOU Rate Schedules

If you're on a Time-of-Use (TOU) electricity plan, holidays can mean lower rates all day — but only if your utility recognizes them.

While most utilities follow a similar holiday schedule, there are a few differences worth knowing, especially for customers of LADWP, Liberty Utilities, and SMUD.

✅ Standard TOU Holidays (SDG&E, PG&E, SCE)

The following eight holidays are observed by the state's three largest investor-owned utilities. On these days, off-peak rates apply for the full 24 hours:

  • New Year's Day
  • Presidents' Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Veterans Day
  • Thanksgiving Day
  • Christmas Day

“When any holiday falls on a Sunday, the following Monday will be recognized as a holiday. However, no change will be made for holidays falling on a Saturday.”


⚠️ LADWP — City Holidays Observed

The Los Angeles Department of Water and Power (LADWP) observes holidays based on the City of Los Angeles schedule. These include the 8 standard holidays, plus several others:

  • Martin Luther King Jr. Day
  • César Chávez Day
  • Juneteenth
  • Indigenous Peoples’ Day
  • Day After Thanksgiving

Note: These are administrative holidays. TOU rate applicability should be confirmed directly with LADWP.

🟨 SMUD — Official Off-Peak Holidays

Sacramento Municipal Utility District (SMUD) applies off-peak pricing on these specific holidays, with clear rules about observed dates:

  • New Year's Day (Jan 1)
  • Martin Luther King Jr. Day (3rd Mon in Jan)
  • Presidents' Day (3rd Mon in Feb)
  • Memorial Day (last Mon in May)
  • Juneteenth (June 19)
  • Independence Day (July 4)
  • Labor Day (1st Mon in Sept)
  • Indigenous Peoples’ Day / Columbus Day (2nd Mon in Oct)
  • Veterans Day (Nov 11)
  • Thanksgiving Day (4th Thu in Nov)
  • Christmas Day (Dec 25)

Holidays with a fixed date (e.g., July 4) do not shift to an observed weekday for TOU purposes.
Holidays without a fixed date follow the observed Monday rule.

Liberty’s public holiday schedule includes:
